Streaming is a form of distribution as far as copyright and content owners are concerned.

The mere act of creating a soft copy of a DVD is a point of contention in legal circles, let alone streaming. Streaming copyrighted content to individuals other than the purchaser of said content without the explicit permission of the copyright owner is illegal in the United States (and many other countries).
