I'm having a similar issue with this feed:
http://engineeringtv.com/blogs/MainFeed.aspx
Boxee accepts the feed as valid, but comes up with an empty file list.
Its a valid video feed, but the server is detecting that you havent been referred from a valid site and hence is blocking the files.
try opening the rss in a browser and clicking on one of the flv links.
Code:Referral Denied You don't have permission to access "http://vod-flash.canalplus.fr/WWWPLUS/PROGRESSIF/0901/ZAPPING_EMISSION_090126_CAN_72145_video_H.flv" on this server. Reference #24.eb63554.1233070130.109e4567
RSS feeds sure seem to be tricky. About half the feeds I've tried don't work. I pretty much expect that with anything I add at this point. I think the fault may lie with a lot of things - outdated feed links, content server changes, RSS configured differently than Boxee expects, etc.

Boxee is installed on our: Mac Mini Core2Dual/OSX10.5.X, Sony Vio Dual Core Laptop/Windows Vista Home Premium, MacBook Core2Dual/OSX10.5.X (with DD#1 away at college).
I dont think its that complicated.
All RSS feeds with embedded video content should add and play fine.
One exception that I am aware of is that app.boxee.tv does not allow you to add the feed (error -12) if the feed description contains certain punctuation such as an apostrophe).
Most complaints about feeds not working are because the feed is not a feed with embedded media.
