I have some blu-ray rips with the digital audio tracks encoded and I was wondering if I use an hdmi laptop to a compatible receiver will it send the proper bitstream to the receiver to decode the digital track? Thanks!

You require a sound card which supports HDMI 1.3 out. If you have that, then yes- it should. Although i've never tried. I've heard it struggles in XBMC. But i assume thats hardware problems.
DTS-HD / DD-HD will not work with any HDMI. It must be HDMI 1.3- and your sound card MUST state it supports it (not just your amp)
Example of a sound card which supports DTS-HD / DD-HD and HDMI 1.3:
