make sure your "Your Account->Privacy & Permissions->Who can download your stuff" is set to Anyone.

Implementation of the flickr API (under "Extending Flickr" in your screen grab above) for authentication would be preferred. I'd rather not give just "anyone" access to my full rez images.

I agree, I would rather authenticate with Flickr from Boxee than give high res permission to anyone. Until this happens the Flickr component of Boxee will be useless to me.
