Video Playback Issue

I am having a problem, when playing a video that is stored on my PC, I have this line across the top 1/4 of my display. It is only noticeable when their is motion on the screen, or when the image pans. It almost appears that the top 1/4 is moving slower that the bottom 3/4. It do ot have this problem while streaming video. I did update all my drivers, Graphics drivers included.

Now I am new to Boxee, but I did have XBMC before and had the same problem. When I try watching the same video in windows media player, I dont have the problem. Is this a hardware issue, or a software issue? Any advice and help would be appreciated.

My set up specs are as follows.
Windows XP Home SP3
HP 752c
Base processor and speed: P4N 2.4 GHz
Memory: 1.5G
Video Card: ATI Radeon 9250

So I am guessing no one has seen this issue before. Which leads me to believe it is a hardware issue.

Im not sure if this is the issue your seeing but I have this LCD that depending what is on the screen I the same type of affect that you are describing. Now its all happening pretty fast but the human eye catches it just fine. At first I thought it to be my cheap built in video but since Ive determined its my monitor now that Ive had Ive had different PCs connected with decent video cards.

this sounds like an ATI issue try this thread http://forum.boxee.tv/showpost.php?p=17075&postcount=28 and see if it does the trick..
