It appears that my internet connection is not robust enough to maintain a good viewing stream. Is there a way to download content and view content and utilize my networked ATV and Mac?

Not really. Boxee has rTorrent, but that is gone in the Beta.

For 90% of the content on Boxee it is based on Flash/Silverlight streaming. There is no way to download this content.

The other 10% is comes from RSS streams. While these COULD be downloaded, Boess does not support doing so.
